Over the past half century, East Asian countries have achieved sustained economic growth through active trade and investment with neighboring countries and outside the region. Through these international economic activities, the economies of the countries in the region have become more interdependent and, at the same time, more susceptible to the economic trends in and outside the region. This lecture will discuss the actual conditions and problems of these East Asian economies from the perspectives of international macroeconomics and economic development theory.

Issues Concerning Japan's Public Finances: What are the Hints for Fiscal Restructuring?
Japan's fiscal situation is extremely severe, with the country's outstanding government debt (as a percentage of GDP) at over 200% of GDP and continuing to rise cumulatively. One hot topic in the compilation of the government's fiscal 2018 (initial) budget was the fact that social security-related expenses reached a record high of 33 trillion yen, and the cost of social security benefits financed by national and local public expenditures and insurance premiums is on track to reach about 120 trillion yen. At present, the Bank of Japan's monetary policy has kept long-term interest rates under control and reduced debt interest expenses, but there are indications that even large-scale monetary easing has its limits. What are the hints for fiscal rehabilitation?

Recently, the banking industry's predicament has been widely reported. Amid negative interest rate policies, a declining population, and the advancement of fintech, Japanese banks are at a historical turning point. It has been almost 150 years since commercial banks were established in Japan. Perhaps surprisingly, the banking industry only reigned as the center of the Japanese economy and finance for about 50 years after World War II. Much of the rise and fall of the banking industry was brought about by regulations and institutions. In this lecture, I would like to summarize the history of Japanese banks and consider their future.

With economic globalization, declining population, falling birthrates, and aging society, the Japanese economy and public finances are facing major challenges, and politics, which is the "center of gravity" for growth and distribution, is also facing great difficulties. New growth strategies such as big data, IoT, and population intelligence are being developed, but what philosophy should we adopt to rebuild Japan in the future, including measures to address the declining birthrate and support child rearing, as well as fiscal reconstruction, social security reform, and rehabilitating the safety net? We will explore the essence of these questions together with up-and-coming politicians.

With rising incomes around the world, the wave of motorization is becoming increasingly global, and the promotion and development of the automotive industry by developed as well as less developed countries is becoming more and more active. In recent years, "safety" and "environment" have become key issues in automotive development. These keywords have become indispensable for the improvement of automobile competitiveness in developed countries and for the catch-up and competitiveness of the less developed countries that are following in their footsteps. This time, we would like to hold a research discussion session on STAMP (System Theoretic Accident Model and Processes), which has been the focus of much attention, especially in the area of automobile safety.
STAMP is an accident model focusing on interaction and control, based on the proposition by MIT Prof. Nancy Leveson that "software reliability alone does not increase safety. Its effectiveness has been proven in the aerospace, aviation, and medical fields, and in recent years, it has been attracting attention in the automotive field as well.
This year's symposium will provide a forum for research discussion between Dr. John Thomas of MIT (Massachusetts Institute of Technology), who is conducting STAMP research, and researchers from Japanese universities and industrial associations, in order to deepen understanding of the latest theory.

Economic and Social Issues Deciphered by Strategic Thinking: Game Theory and Its Applications
Game theory is an academic discipline that analyzes interdependent relationships among economic agents, such as corporate competition, international trade, and labor-management contractual issues, and examines how each economic agent behaves as a result of such interdependence and how such behavior affects economic society. In recent years, game theory has been applied to various economic analyses and plays an important role. In this lecture, we will discuss "What is game theory?" and "How is it applied to economic analysis?" and "How is game theory applied to economic analysis? The faculty member in charge of this course specializes in strategic behavior analysis of public goods supply, and applies game theory to this analysis. The lecture will include the results of the faculty member's research.
