Matsue City is the birthplace of Kenjiro Ume, who served as the first Prime Minister of Hosei University (current President Hosei University) . In May 2019, Matsue City and Hosei University signed " Agreement on Cooperation and Collaboration between Matsue City, Shimane Prefecture and Hosei University in order to mutually cooperate and work on regional development, regional development and education and research of Hosei University, to promote development and vitalization of regional society, improvement of education and research and human resource development. The agreement is aimed at promoting the development and revitalization of the local community, the improvement of education and research, and the cultivation of human resources.
