Scholarships (for undergraduate students)

Hosei University has been selected by the Ministry of Education, Culture, Sports, Science and Technology (MEXT) as one of the schools eligible for the government's "New System of Higher Education Study Support" starting in the 2020 academic year. Under this system, motivated and capable young people can receive support in the form of reduced or exempted tuition and enrollment fees as well as scholarships to ensure that they do not abandon their higher education or study for financial reasons. The amount of support and eligibility criteria listed here are excerpts from the MEXT and JASSO websites. Please also refer to the Ministry of Education, Culture, Sports, Science and Technology and the Japan Student Services Organization website for more information.

1. eligible students

1st to 4th year undergraduate students (excluding those whose grades are not high enough or those who have been previously placed on academic probation)

  • Students on leave of absence or studying abroad are also eligible to apply.
  • Graduate students are not eligible.

2. Amount of support at the University

The amount (category) of support varies depending on the type of school (TUAT is a private 4-year university), household composition, annual income, and home/away-from-home commuting.

Support for households other than multi-child households (those whose breadwinner has less than three dependent children)

3. academic criteria

New students and other students who have been enrolled at the University for less than one year (excluding transfer students)

One of the following (1) to (3) must apply

(1) The applicant must have a grade point average of 3.5 or higher in high school, or his/her score on the entrance examination must be in the top one-half of the admitted students.
(2) The applicant must have passed the high school equivalency examination.
(3) Applicants must be willing to study with the goal of becoming independent and active in society in the future, as evidenced by a written study plan.

Students enrolled at the University other than those listed above

(4) The applicant's academic record at the university must meet one of the following criteria. However, they must not fall under the criteria for "Discontinued".

(1) GPA (grade point average) must be in the top 1/2 of the range of the undergraduate school in which the student is enrolled.
(2) The number of credits earned must be above the standard number of credits, and the student's academic plan must confirm that the student has the desire to study with the goal of becoming independent and active in society in the future.

  • Standard number of credits: The number of credits required for graduation divided by 4 years, multiplied by the number of years of enrollment excluding leaves of absence.
  • Both GPA and the number of credits earned are determined based on the "cumulative total from the time of admission to the end of the previous year (previous academic year)".

4. Household income criteria

Income and assets must meet the following criteria

(1) Income criteria
Households exempt from residential taxation or equivalent. Please use the "College Student Loan Simulator" provided by the Japan Student Services Organization (JASSO) to see if you are eligible.
However, there is no income standard for multi-child households (households with three or more children supported by the breadwinner).

(2) Asset Criteria
The total amount of assets held by the student and the breadwinner (in principle, the parents) must meet the following criteria

  • If you receive a benefit scholarship: less than 50 million yen
  • Less than 50 million yen for those receiving tuition reduction/exemption support *Less than 300 million yen for multiple-children households receiving full tuition reduction/exemption support

    Assets are defined as cash and similar assets (including gold, silver, etc. for investment, deposits, savings, and securities, but not real estate ), (including gold, silver, etc., deposits, savings, and securities for investment, but not real estate).

5. Criteria for nationality and status of residence

Japanese nationality. Or, if you are not a Japanese citizen, you must have one of the following status of residence (1) through (4).

(1) Legal special permanent resident
(2) Those whose status of residence is "Permanent Resident", "Spouse or Child of Japanese National" or "Spouse or Child of Permanent Resident".
(3) Those whose status of residence is "Permanent Resident" and who intend to live in Japan permanently
(4) Those whose status of residence is "Family Visa" and who have graduated from (completed) a Japanese elementary school, junior high school, or high school, and who intend to settle down and work in Japan.

Criteria related to the time of enrollment

There are criteria related to the period of time between the date of graduation from high school or passing the high school equivalency examination and the date of entrance into a university, etc. For example, in the case of high school graduates, the period from the end of the year following the year in which the date of first graduation from high school falls to the date of enrollment in a university must be less than two years; if the student graduated in March 2023, the student must have enrolled in a university by the end of fiscal year 2025 (end of March 2026).

Applications for the scholarship will also be accepted in the fall (September), but if you are selected for the scholarship, your tuition and enrollment fees for the spring semester (first semester) of the relevant year will not be covered by the scholarship.
The above table is tentative. Please check with your high school for the schedule for application and selection of candidates.

8. Report of enrollment

Applicants are required to report their enrollment once a year (in April).

9. Continuation Examination

A continuing examination (certification of eligibility) will be conducted each year. The Japan Student Services Organization (JASSO) will review the support category based on the family budget criteria, based on the income information (obtained by My Number) and the amount of assets reported by the student. In addition, at the end of the academic year, the university makes a judgment of the student's academic performance and reports it to JASSO. As a result of the judgment, the scholarship will be discontinued for students whose motivation for study is deemed to be extremely low, such as those who are determined to remain in school due to their grades, those whose total number of credits earned for the year is less than 50% of the standard number of credits earned, etc.

10. Method of Reduction or Exemption

The monthly amount of the scholarship will be transferred to the student's bank account every month from the month the transfer begins. Regarding the handling of tuition and enrollment fee exemptions at the University, new students must pay the full amount of the enrollment fee (application fee) and tuition and other school fees at the time of enrollment procedures, and the University will refund the amount equivalent to the reduction or exemption after the decision of acceptance.
As it takes approximately three months from the time of application to the decision of acceptance, current students are required to pay the full amount of tuition for the semester in question in principle. After the decision is made, the University will refund the amount equivalent to the reduction or exemption. Both new students and current students will be required to pay the difference between the amount of tuition and the reduced amount from the following semester after the decision is made.
The refund will be transferred from the university to the student's JASSO scholarship account.

Adoption due to sudden change in family finances

In the case of a sudden change in household finances due to unforeseen circumstances, and in the case of an urgent need for assistance before the income status after the sudden change is reflected in the resident tax information, the student will be eligible for assistance if it is confirmed that he/she meets the requirements based on his/her income projection after the sudden change. A sudden change in household finances refers to death, inability to work for more than three months due to accident or illness, involuntary job loss (excluding retirement, etc.), or any of these events caused by the disaster. Applications must be made within three months from the date of the sudden change of circumstances.

However, if the sudden change in household finances occurred during the specified period before entering a higher education, the application must be made within 3 months after entering a higher education.
