The Certificate Program is a system of systematic study programs (totaling 60 hours or more) designed primarily for working adults, based on Article 105 of the School Education Law and Article 164 of the Enforcement Regulations of the School Education Law, in order to promote active contributions to society by making use of the intellectual assets of the university. The program is designed to promote the intellectual assets of Hosei University and to make a more active contribution to society.

As stated in the "Vision of Social Contribution," one of the three visions of Hosei University, the University aims to "be a place where people around the world can receive a high-level civic education. The University has established a variety of certificate programs at both the graduate and undergraduate levels to provide an environment that is accessible to working adults and to serve as a center for lifelong education that nurtures independent citizens.

A certificate of completion in the name of the President of the University will be issued to those who have been enrolled in the program for a prescribed period of time and have passed the courses.

The certificate programs of Hosei University Graduate School are listed on "Manapath," a website that supports the study at universities and other educational institutions for working people.
